The OACPS Position Paper on Critical Raw Materials (CRMs) outlines a bold strategy to leverage its Member States’ vast reserves of resources such as copper, cobalt, nickel, and lithium to drive job creation, capture greater value, advance industrialisation, and ultimately, secure sustainable development. As global demand for CRMs surges, the OACPS is championing policies to strengthen domestic and regional supply chains, develop skills partnerships and training, and attract investment in renewable energy. By prioritising local value addition and industrialisation, the OACPS aims to escape the serial clutch of commodity dependence by unlocking new opportunities for long-term prosperity. This strategic approach not only boosts economic prospects of our member states but also enhances the Group’s geopolitical capital, thereby positioning the OACPS to secure better trade deals and shape the global market.
The OACPS Position Paper recognises that critical raw materials should not be reduced to products but should rather be viewed as value chains. Accordingly, the document moots the development and promotion of policies to link OACPS wealth of CRMs to services, agriculture, public procurement, health, education, technology and environmental sustainability.
